The registers for the Rural Representative Election are compiled annually.
Application for New Voter Registration
Eligible persons who have not registered as an elector but wish to have their names entered in the register(s) of the year should submit an application on or before 16 June of that year.
Application for Change of Registered Particulars
Registered electors who wish to change their registered particulars in the final register(s) of the year should submit an application on or before 16 June of that year.
Applications reaching the Electoral Registration Officer (“ERO”) after the above deadline will be processed when the provisional registers of the following year is compiled.

Proof of Address
Please note that applications for new voter registration or change of registered principal residential address for the Resident Representative Election or the Kaifong Representative Election must be submitted together with one of the following documents as proof of address:
i) | Documentary proof of the principal residential address of the applicant. Documents accepted by the ERO as proof of address are as follows: |

ii) | The proof of address of the co-habitant of the applicant. The documentary proof must be a complete original or a complete true copy of the original, and be submitted together with a declaration signed by the applicant to confirm that the person concerned is living with the applicant at the same address. A sample of the declaration is shown below: |

iii) | A statutory declaration made by the applicant before a Commissioner for Oaths/practising solicitor/Justice of the Peace by virtue of the Oaths and Declarations Ordinance (Cap. 11) to substantiate the claim of residence at the declared address. A sample of such declaration is provided below: |

Submission of Application
Please submit the duly completed and signed application form by one of the following ways:
i) | by post (Address: Home Affairs Department, 30/F, Southorn Centre, 130 Hennessy Road, Wan Chai, Hong Kong); |
ii) | by fax (Fax no.: 2591 6392); |
iii) | by hand (in person or through a representative) to the Headquarters of the Home Affairs Department or the Home Affairs Enquiry Centres of any District Offices; |
iv) | by email (Email address: rre@had.gov.hk) (Any application form uploaded to a Cloud storage with the link provided in an email will not be accepted); or |
v) | by uploading to the e-Submission Platform. |
