Thank you for visiting the website of the Kwun Tong District Office.
Kwun Tong is not just the home to around 670 000 residents, but also a vibrant community which has gradually become the second core business district (CBD2) of Hong Kong. Its old industrial buildings have been transformed into modern commercial premises, offering business, retail, dining and entertainment facilities alongside thriving emerging industries. It has seamless transport links with other parts of Hong Kong. The Tseung Kwan O – Lam Tin Tunnel was commissioned in December 2022. With a smart and green mass transit system in East Kowloon under planning and the impending commissioning of the East Kowloon Cultural Centre, Kwun Tong District will continue to be the hub in the eastern part of the territory.
As part of the Home Affairs Department, the Kwun Tong District Office serves as the focal point for district administration, ensuring that public policies are effectively implemented at the district level. We provide funding to implement or sponsor community involvement projects, and oversee the implementation of works projects under the district minor works programme. We also coordinate the work of the Kwun Tong District Council, the Kwun Tong District Services and Community Care Teams, the Kwun Tong District Fight Crime Committee, the Kwun Tong District Fire Safety Committee and relevant Area Committees, so that they can work in tandem with each other to create synergy and serve the public more effectively. On the other hand, we maintain close collaboration with various district organisations and groups and strive to take forward the concept of serving the community by enhancing the communication between the Government and the local community and coordinating and collaborating in the services of government departments at the district level. We also assist bureaux and departments in arranging public consultation on district and territory-wide issues, and ensure that public views on important issues are reflected for consideration in the policy-making process.
The redevelopment and housing development projects in the district, as well as the continuous transformation of the Kwun Tong Business Area, will present opportunities as well as challenges for the district. Looking ahead, the Kwun Tong District Office will strengthen collaboration and partnership between the Government and different stakeholders in the local community, with a view to enhancing the quality of life for people living and working in the district and beyond.

Kwun Tong is one of the largest administrative districts in Hong Kong, covering approximately 1 130 hectares in area and a population of around 670 000, which is about 9.1% of Hong Kong’s overall population. It comprises seven major areas, i.e. Ngau Tau Kok, Kwun Tong Town Centre, Shun Lee, Sau Mau Ping, Lam Tin, Yau Tong and Kowloon Bay and Kwun Tong Business Area.
Kwun Tong is a mini metropolis where industrial, business and residential developments progress with times. At the same time, old villages like Lei Yue Mun maintain their long-standing cultural characteristics, creating a community that features a blend of the new and old as well as historical and trendy elements. As the manufacturing factories moved northwards to the Mainland, the industrial area in Kwun Tong had gradually transformed. In recent years, a number of community development projects have been launched, such as the Kwun Tong Town Centre Redevelopment, Redevelopment and Development of Cha Kwo Ling, Development at Choi Wan Road and Jordan Valley, Public Housing Development at Anderson Road, Public Housing Redevelopment at Lower Ngau Tau Kok Estate and Cross District Community Cultural Centre, etc., giving Kwun Tong District a new outlook and providing a more comfortable environment for residents.
