Liaison Officer (LO) Grade

General descriptions

The major job functions of the LO Grade cover promoting community building and networking, building management, rural affairs, etc. They are also responsible for implementing different initiatives and activities at the territory and district level in support of government policies to achieve the Home Affairs Department's goals in serving the community.

Main duties and responsibilities

  • establishing and maintaining an effective liaison network in the community to gauge residents’ views and promote their participation in district affairs
  • disseminating public policy-related information and monitoring community feedback on government policies and schemes
  • organising activities in support of government policies and launching district-based community involvement activities
  • providing administrative support for district committees (including District Fight Crime Committee, District Fire Safety Committee, Area Committee, District Youth Community Building Committee and District Youth Development and Civic Education Committee)
  • forming and providing support to owners' corporations, giving advice to owners' committees and other building management bodies in promoting proper building management
  • organising youth activities to help the young people unleashing their potential and developing a stronger sense of belonging and commitment to the community
  • assisting in the setting up and implementation of District Services and Community Care Teams (Care Teams), and monitoring their implementation of district work
  • handling rural matters in the New Territories, including Tso and Tong, the management of permitted burial grounds, succession and trustee cases and Rural Representative Election
  • performing liaison duties during emergencies and adverse weather conditions

Establishment

There are around 610 officers in the LO Grade. They are deployed to work in the 18 District Offices and Headquarters of the Department.
