Works Grades (including Inspector of Works and Works Supervisor Grades)
General descriptions
The IOW and WS Grade are the two major Works Grades in the Home Affairs Department. The department implements minor works projects in districts. These projects include those under the Rural Public Works programme and the District Minor Works programme. Officers of IOW Grade plan and design the local environment improvement works projects to make our living environment better. They also take field measurements, prepare quotation documents, and supervise the works projects carried out by the contractor. Officers of WS Grade provide technical assistance and conduct site inspections on these projects.
The Home Affairs Department provides training programmes for officers in the works grades aiming at enhancing the job skills and knowledge, both general and job-specific.
Main duties and responsibilities of IOW
- planning works projects
- carrying out/attending site investigations and site visits
- carrying out field measurements
- overseeing/preparing designs, drawings, etc. for works projects
- supervising and managing the day-to-day operation of works projects handled by contractors

- keeping site progress report and reporting site affairs
Establishment
There are around 100 officers in the IOW Grade and around 100 officers in the WS Grade. They are deployed in the Headquarters of the Department and nine District Offices in the New Territories.
