Responsibilities :
- Supervision of the work of District Officers in the nine urban districts
- Policy on and implementation of district governance
- Assessment of the opinion and feedback of the District Councils and residents in the urban area
- Liaison with community organisations based in the urban districts
- Overseeing the implementation of emergency relief services in nine urban districts
- Co-ordination of Department's involvement and input in organising elections
- Co-ordination of support services provided for new arrivals from the Mainland and ethnic minorities
- Policy on Owners' Corporations
- Policy on and implementation of Building Management
- Policy on and regulation of the safety of hotels, guesthouses, clubs and bedspace apartments
- Policy on District Services and Community Care Teams (Care Teams)
