District Committees

District Fight Crime Committees

District Fight Crime Committees (DFCCs) were established in September 1976. DFCCs play an important role in the battle against crime by reviewing the situation at district level and reflecting community concerns about law and order issues. DFCCs help foster community awareness of crime prevention and encourage community participation in combating crime through publicity programmes carried out in the districts. Each district has one DFCC.

Terms of reference of DFCCs are -

  1. To keep under review the state of crime and law enforcement in the district and suggest priorities as seen by the public;
  2. To co-ordinate all district efforts to assist the Police to combat crime and to reduce illicit drug dealing;
  3. To promote good relationship between the Police and members of the public at district level; and
  4. To advise the Fight Crime Committee on administrative and community involvement measures to combat crime.

District Fire Safety Committees

From March 1998, District Fire Safety Committees (DFSCs) have been set up in the districts by phases. DFSCs actively promote fire prevention and other building safety issues, promote public education and publicity in areas of fire prevention and building safety, as well as promote and assist in organising fire drills in cooperation with owners’ corporations. Each district has one DFSC.

Terms of reference of DFSCs are -

  1. To enhance community involvement in promoting fire safety and building safety problems;
  2. To strengthen public education and publicity in areas of fire prevention and building safety;
  3. To organise publicity activities in conjunction with District Councils and other local bodies; and; and
  4. To promote and assist in organizing fire drills in cooperation with owners’ corporations and owners of the buildings.

Area Committees

Area Committees (ACs) have been set up in the districts by phases since 1972. ACs promote public participation in district affairs, advise and assist in the organisation of community involvement activities and the implementation of government-sponsored initiatives, and advise on issues that affect the respective districts. At present, there are 71 ACs in Hong Kong.

Terms of reference of ACs are -

  1. To promote public participation in district affairs;
  2. To advise and assist in the organisation of community involvement activities and the implementation of government-sponsored initiatives;
  3. To offer advice on issues of a localised nature affecting the area;
  4. To promote a sense of community spirit among residents and local organisations in the area;
  5. To act as a forum for the discussion of matters of public interest and to provide feedback on them; and
  6. To support the implementation of district administration in the area.
