District Officers
Hong Kong is divided into 18 districts, with each district’s District Officer (DO) representing the Hong Kong Special Administrative Region Government at the district level. The DO is the head of the relevant district office, and also serves as Chairman of the District Council (DC), Commander of “Care Teams”, and Chairman of the District Management Committee, so to lead and coordinate district governance work within the district, collect and follow up on residents’ suggestions, and promote residents’ participation in district affairs.
As the head of the relevant district office, the DO strives to promote communication between the Government and the public, connect and care for citizens, so to build a harmonious and inclusive community; including providing public enquiry services, implementing the Community Involvement Programme and District-led Actions Scheme, addressing district issues in collaboration with relevant government departments and community groups, providing assistance to building management bodies, as well as conducting minor works programmes and signature projects in the community etc. In emergencies, the DO is responsible for coordinating different departments’ efforts on the ground to ensure the effective provision of emergency support services in the district.

As the Chairman of the DC, the DO leads the DC in executing its statutory functions, and coordinates communications between departments and the DC.
As the Chairman of each district’s District Management Committee, the DO addresses district issues through liaising and working with departments.
