Responsibilities :
- Implementing policy initiatives on community building; overseeing and implementing major campaigns and projects
- Monitoring and advising on rural community affairs, including hillside burials, tso and tong matters, processing of rates exemption applications, subvention to New Territories organisations, etc.
- Responsible for the policy on and arrangements for rural elections
- Co-ordinating the implementation of youth initiatives and projects at the district level and appointments to district youth committees
- Formulating and implementing the Clansmen Cultural Promotion Scheme; co-ordinating HAD’s work regarding patriotic education and related matters
- Co-ordinating HAD’s work relating to honours and awards and SHYA’s Commendation Scheme for community services
- Co-ordinating matters relating to liaison with major community organisations, including Heung Yee Kuk, major charitable bodies, grassroots associations and clansmen associations
- Advising bureaux and departments on community participation aspects at committees and working groups
- Assisting in managing the Liaison Officer Grade in the Department
